(1) If only one letter of intent is received when inviting letters of intent in accordance with Rule 7, or if at least two persons who submit letters of intent cannot be selected during evaluation according to Rule 10, the Ministry shall complete the process according to Rule 7 and invite letters of intent again.
(2) When the letter of intent is invited as per sub-rule (1), the person selected as per sub-rule (3) of rule 10 shall be retained if he wishes.
